Until August, 2008, the Marin County Tax Assessment Property Information Systems (TAPIS) ran in a mainframe environment. Two years earlier in September, 2006, Marin County embarked on a journey to "LIFT and SHIFT" the old VSE COBOL, IDEAL and DATACOMM solution to a modern Windows platform.  The successful completion of that effort has allowed Marin County to preserve the highly valued investment in the property tax business systems while at the same time has positioned Marin to take advantage of all the new capabilities available in the Microsoft .NET development environment.

The participants will gain an understanding of a real world experience moving a valued County COBOL asset from a legacy environment to modern platform.  The presenter will share why they did it, what worked, what didn’t, key learnings and where they are taking the systems now.  You’ll understand why a “lift and shift” might be a good, lower risk solution to long term support challenges your department is experiencing.  You’ll hear how some of the mainframe environment problems like spool management,  batch job control and automation were solved in the new server world.  Finally, you’ll see how this can be a step (albeit a big one) in a cycle of continuous improvement for critical applications software.

While NV Energy has committed to implementing ITIL, we haven’t been able to invest heavily in making the transition, but have still been able to implement four processes, improve regulatory audit compliance, and significantly improve inter-departmental communication, all without  increasing headcount.  With at least four additional processes planned for this year using the same implementation methodology.  This session will  detail the process we’ve used and how we’ve been able to be successful in this implementation.  Following a slide based presentation, we will open the floor to an interactive discussion on the topic.

Cost savings is the # 1 issue CIOs are facing given the current economic downturn.  IT professionals are being challenged by their companies to do “more with less” despite a decreasing budget and a diminishing workforce.  

Answers to these challenges have been found; while adding true dollars to the department’s bottom line.  In this town hall style breakout, we will be discussing how one company has been able to address cost savings by utilizing a third party in their IT procurement processes (i.e. RFP process, contract negotiations and licensing issues).  The addition of a 3rd party negotiator has allowed this organization to focus on running their business and not focus on the challenges of contract negotiations and licensing issues. Through this cost savings initiative, they have been able to add a significant amount of money to the bottom line and also insure a “best in practice” contract that protects them from hidden or unexpected costs in the future. 

One particular project that utilized expert negotiators to assist their team will be discussed.  The project consisted of an RFP, price and contract negotiations for a software purchase. We will also look at ROI and true run rate savings achieved by partnering with this team of expert IT negotiators.

Cloud Computing – Saving Grace or another “Technology Hype”

This breakout will clear up the mystery of what Cloud Computing  is, discuss the strategies and issues on how to approach cloud computing for your enterprise computing needs, the potential benefits and costs based on complex criteria,  and finally how to go about getting started with Cloud Computing.  The breakout will also explore the regulatory, security, data privacy issues associated with the Cloud since your information is not at your facility under your control. The breakout will also explore the benefits of “real time and utility computing” where c omputing resources can be acquired in a matter of minutes based on set policies rather than waiting for weeks and months and the Cloud’s "pay as you go / utility computing" pricing enables IT cost from CapEx to OpEx, facilitating possibly fewer and  localized decision making. The "elastic" nature of the Cloud (i.e. the ability to scale up or down resources quickly), is a powerful capability that will be explored.
