Philip R. Ruhlman is Chief Information Officer for Gallup as well as a member of its Executive Committee. He joined Gallup in 1991 as an interviewing center manager, became Director of Information Systems later that year, and has served in his present role since 1999. As Gallup’s Chief Information Officer, Ruhlman leads the strategic planning for and implementation of information systems used by Gallup’s clients and associates.

Ruhlman’s mantra is “It’s the people, not the technology,” and his mission is to assemble, manage, and retain the brightest and most talented technicians in the world to support Gallup’s business needs. Under his leadership, Gallup’s Information Systems team has grown from 35 associates in 1991 to more than 290 in 2008. This team includes database and application development specialists, systems programmers and engineers, digital artists, and technical project managers. In addition, he leads a team of global system engineers and system specialists that support Gallup’s Wide Area Network, which covers 26 countries, supports more than 2,000 users, and maintains an uptime of more than 99.9%.

Ruhlman is a member of the Omaha CIO Forum and the CIST Advisory Committee.
