North Carolina Office of Information Technology Services’ Operational Excellence Program

Joe Lithgo serves as Director of the North Carolina Office of Information Technology Services’ Operational Excellence Program, a formal service management improvement initiative modeled on best practices including the IT Infrastructure Library (ITIL) framework.

Joe has over 26 years’ experience in Information Technology, including 22 years in IT Management. Areas of specialization have included IT process improvement, data center automation and staff development. Joe has served as ITS’ Chief Operating Officer and as Director of Computing Services; prior to that he served as IT Service Delivery Manager for the NC Department of Health and Human Services.

Prior to joining State Government, Joe managed a range of IT Operational services and support processes for an Insurance Company for ten years. Joe’s professional certification and training include ITIL Service Manager Certification and IT Executive Management Certification.
